Local government reform in Jamaica aims to refocus local authorities to providing leadership and a coordinating framework for the collective efforts of the people towards local development and to assess local service distribution modalities between central and local governments, the private sector and CSOs for more cost-effective arrangements. The institutional context in which these objectives are to be pursued is characterized by a new local governance framework populated by ‘a federated system of development committees’. Development committees are expected to work (...) in partnership with local authorities in pursuit of economic transformation of geographic spaces. Participatory development that development committees exemplify conjures up images of ownership of local [economic] development projects and an empowered citizenry that has the capacity to direct resources in their favour. Development committees represent a differentiated method of local economic governance. But the concern is: Are development committees fit for purpose? This is the fundamental question with which this research is concerned. A survey of parish development committees was conducted to determine the extent to which the organizations are giving effect to their mandate. The study is exploratory in design and relies on qualitative methodologies. The results of the study will be important for assisting the local governance reform process currently underway in Jamaica but should contribute to the discourse on the alternative approaches to managing development in developing countries. Yehoshua Bar-Hillel (1915-1975) was one of the leading intellectuals of Israel and of the world. His work ranged over mathematics, applied logic, communication theory, analytic philosophy, philosophy of science, and linguistics. Creative, patient, attentive, and critical, Bar-Hillel was a superb philosopher. In addition, how humane he was may be learned from the memorial tributes to him which initiate this volume. Bar-Hillel was born in Vienna, and came to Israel, then Palestine, in 1933. He took his M. A. (1938) and (...) Ph. D. (1949) at the Hebrew University of Jerusalem, where his subsequent career continued, as Research Fellow (1949-53), Senior Lecturer in Philosophy (1953-58), Associate Professor of Philosophy (1958-61), and Professor of Logic and Philosophy of Sci ence (1961-75). He was often abroad as visiting professor (Berkeley, 1960- 61; Michigan, 1965; La Jolla, 1966-67; Konstanz, 1971; Berlin, 1972), or as a research scholar, notably at the M. lT. Research Laboratory for Elec tronics during the early 1950's. Bar-Hillel was the Secretary and guiding spirit of the Organizing Committee for the 3rd International Congress for Logic, Methodology and Philosophy of Science, held in Jerusalem in 1964. During 1966-68, he was President of the Division of Logic, Method ology and Philosophy of SCience of the International Union of History and Philosophy of Science, and in 1967 President of the International Union. In this paper, I aim to carve out some points of clarification with regards to the plausible role of ‘wonder’ in education. I do so, largely, in unison with the general intention, values and interest in how the concept of wonder might have a place in education. Most of us who work in education want to provide valuable experiences for our students, and we want them to be driven by intrinsic values such truth and recognition of the dignity of human (...) existence. However, whilst I echo many of the sentiments espoused by advocates of the utility and ethical dimensions for engaging with conceptions of wonder, I’d like to suggest that some recent developments, in particular, Schinkel’s argument that ‘deep’ wonder has a ‘fundamental’ role in education is misconceived. This is, I suggest, because any concept deployable within educational spaces (formal or informal) must pay due to regard to the conceptual constraints of the concept of ‘education’; that is, primarily, they must attend to the role of ‘learning’. Schinkel’s proposals are, I suggest, vulnerable to a critique of sentimentalism, excessive romanticism, even nonsense. As such, it seems to offer little in terms of practical import for educators. As I will suggest, if we are to take ‘wonder’ seriously in educational contexts, we must pay attention to the very purpose of wonder as an epistemic emotion, namely: aiming for knowledge and understanding; getting there requires sensitivity to practical know-how and conceptual competence. In this first systematic reconstruction of the concept of human flourishing, Eri Mountbatten-O'Malley addresses the central problems with the treatment of the concept in psychology, education, policy and science. He develops a sophisticated methodology of conceptual analysis and makes the case for paying closer attention to complex human contexts, purposes and uses. Re-humanizing current research on the concept that is technicalized and detached from ordinary uses, this volume takes the 'human' in conceptions of human flourishing seriously.

Lee Rice's article, "Love of God in Spinoza," carefully analyzes Spinoza's concept of love and suggests the existence of three kinds of love parallel to the three kinds of knowledge. Warren Montag addresses the unresolved issue of Spinoza's relation to the Kabbalah. Montag sides with Deleuze against the association of Spinozism with the Neo-Platonic theory of emanation, arguing that unlike the Neo-Platonists and Kabbalists, Spinoza's view of God rules out any hierarchy, and does not assume a descent from primal simplicity into complexity. Edwin Curley contributes a beautiful reading of the story of Job and of Maimonides' interpretation of the story. Curley follows Maimonides' discussion of the various positions regarding the question of divine providence and his attempt to identify the speeches of the characters of the book of Job with each of these positions. Following a sensitive consideration of various attempts to [End Page 417] recover Maimonides' own rather concealed view about providence, Curley concludes that "[W]hatever you think Maimonides' final word on Job is, our examination of him certainly supports [Spinoza's] claim that [Maimonides] reads Scripture in terms of Platonic or Aristotelian speculations" (170).Warren Zev Harvey's essay addresses Spinoza's most neglected work, the Compendium of the Grammar of the Hebrew Language. Apart from providing an outline of Spinoza's work as a Hebrew grammarian ("a noun-intoxicated grammarian") and pointing out some of Spinoza's more eccentric views about the nature of the Hebrew language, Harvey makes a compelling case for the importance of the book for the study of Spinoza's metaphysics. He points out a fascinating analogy which Spinoza draws between the parts of speech: (proper) noun, adjectives, and participles, and Spinoza's key metaphysical terms: substance, attributes, and modes. (Think about the weighty implications of this analogy for Curley's interpretation of the substance-mode relation.) According to Harvey, Spinoza's claim that all Hebrew words are derived from nouns is a linguistic parallel to Spinoza's pivotal metaphysical doctrine which makes all things be in the substance (or God). Kenneth Seeskin's article discusses the views of Maimonides and Spinoza on the question of creation and God's relation to the world. Seeskin reconstructs an interesting critical dialogue between these two philosophers. According to Seeskin, both philosophers held that an effect must be similar to its cause. Maimonides' commitment to Negative Theology and to the denial of any common measure between God and finite things forced him to deny causal or explanatory relation between God and the world. What Maimonides can suggest instead is rather to prove that the emergence of the world ex nihilo and according to the divine will, is possible, and even likely given certain astronomical facts of medieval science. Thus, Maimonides would hold that "although we have grounds for believing that creation occurred, we will never be in a position to say how" (120). For Spinoza, such a view constitutes nothing but a "sanctuary of ignorance." Thus, according to Seeskin, Spinoza affirms a clear causal relation between God and the world of finite things insofar as God is said to explain the world. One of the tasks with which communication engineers are presented is that of devising a mechanism by which a significant sequence of words, a message, produced by somebody, the sender of the message, is reproduced at some other place, with the shortest practical time lag. The reproduction must be such that the receiver of the message will be able to understand what the sender meant by his message, at least, if he knows the sender's language. There will be institutions, in a capitalistic society, which will compete with each other in providing A, for a price, with the required service. Foundations of Set Theory discusses the reconstruction undergone by set theory in the hands of Brouwer, Russell, and Zermelo. Only in the axiomatic foundations, however, have there been such extensive, almost revolutionary, developments. This book tries to avoid a detailed discussion of those topics which would have required heavy technical machinery, while describing the major results obtained in their treatment if these results could be stated in relatively non-technical terms. This book comprises five chapters and begins with a discussion of (...) the antinomies that led to the reconstruction of set theory as it was known before. It then moves to the axiomatic foundations of set theory, including a discussion of the basic notions of equality and extensionality and axioms of comprehension and infinity. The next chapters discuss type-theoretical approaches, including the ideal calculus, the theory of types, and Quine's mathematical logic and new foundations; intuitionistic conceptions of mathematics and its constructive character; and metamathematical and semantical approaches, such as the Hilbert program. BackgroundResponsive neurostimulation has been utilized as a treatment for intractable epilepsy. The RNS System delivers stimulation in response to detected abnormal activity, via leads covering the seizure foci, in response to detections of predefined epileptiform activity with the goal of decreasing seizure frequency and severity. While thalamic leads are often implanted in combination with cortical strip leads, implantation and stimulation with bilateral thalamic leads alone is less common, and the ability to detect electrographic seizures using RNS System thalamic leads is (...) uncertain.ObjectiveThe present study retrospectively evaluated fourteen patients with RNS System depth leads implanted in the thalamus, with or without concomitant implantation of cortical strip leads, to determine the ability to detect electrographic seizures in the thalamus. Detailed patient presentations and lead trajectories were reviewed alongside electroencephalographic analyses.ResultsAnterior nucleus thalamic leads, whether bilateral or unilateral and combined with a cortical strip lead, successfully detected and terminated epileptiform activity, as demonstrated by Cases 2 and 3. Similarly, bilateral centromedian thalamic leads or a combination of one centromedian thalamic alongside a cortical strip lead also demonstrated the ability to detect electrographic seizures as seen in Cases 6 and 9. Bilateral pulvinar leads likewise produced reliable seizure detection in Patient 14. Detections of electrographic seizures in thalamic nuclei did not appear to be affected by whether the patient was pediatric or adult at the time of RNS System implantation. Sole thalamic leads paralleled the combination of thalamic and cortical strip leads in terms of preventing the propagation of electrographic seizures.ConclusionThalamic nuclei present a promising target for detection and stimulation via the RNS System for seizures with multifocal or generalized onsets. These areas provide a modifiable, reversible therapeutic option for patients who are not candidates for surgical resection or ablation. (shrink)

During my recent work on machine translation, I have come across many problems of a linguistic nature that should be of general methodological interest. Some of these problems have never been treated extensively before. Others that have been discussed previously appear now in a different and rather interesting light.

The problem of the difficulties created by disjunctive concepts is shown to be a spurious one. It is due in part to a confusion between concept formation and concept identification, in part to unfortunate terminological moves, in part to confusions between logical and methodological matters. Behind this pseudo-problem there are a number of real problems: how to work efficiently with partially interpreted concepts? are there differences in comprehension of various logical connectives? how does this comprehension change with age and linguistic (...) exposure? Cardiovascular disease is a major complication of type 2 diabetes mellitus. In addition to traditional risk factors, psychological determinants play an important role in CVD risk. This study applied Deep Neural Network to develop a CVD risk prediction model and explored the bio-psycho-social contributors to the CVD risk among patients with T2DM. From 2017 to 2020, 834 patients with T2DM were recruited from the Department of Endocrinology, Affiliated Hospital of Harbin Medical University, China. In this cross-sectional study, the patients' bio-psycho-social (...) information was collected through clinical examinations and questionnaires. The dataset was randomly split into a 75% train set and a 25% test set. DNN was implemented at the best performance on the train set and applied on the test set. The receiver operating characteristic curve analysis was used to evaluate the model performance. Of participants, 272 were diagnosed with CVD. The developed ensemble model for CVD risk achieved an area under curve score of 0.91, accuracy of 87.50%, sensitivity of 88.06%, and specificity of 87.23%. Among patients with T2DM, the top five predictors in the CVD risk model were body mass index, anxiety, depression, total cholesterol, and systolic blood pressure. In summary, machine learning models can provide an automated identification mechanism for patients at CVD risk. Integrated treatment measures should be taken in health management, including clinical care, mental health improvement, and health behavior promotion. (shrink)

The theme of the conference covered all aspects of the theory, implementation, and application of computational logic, where computational logic is to be understood broadly as the use of logic in computer science. The conference was collocated with the following events: { 6th International Conference on Rules and Objects in Databases (DOOD (...) 2000) { 10th International Workshop on Logic-based Program Synthesis and Tra- formation (LOPSTR 2000) { 10th International Conference on Inductive Logic Programming (ILP 2000). CL 2000 consisted of seven streams: { Program Development (LOPSTR 2000) { Logic Programming: Theory and Extensions { Constraints { Automated Deduction: Putting Theory into Practice { Knowledge Representation and Non-monotonic Reasoning { Database Systems (DOOD 2000) { Logic Programming: Implementations and Applications. The LOPSTR 2000 workshop constituted the program development stream and the DOOD 2000 conference constituted the database systems stream. Each stream had its own chair and program committee, which autonomously selected the papers in the area of the stream. Overall, 176 papers were submitted, of which 86 were selected to be presented at the conference and appear in these proceedings. The acceptance rate was uniform across the streams. In addition, LOPSTR 2000 accepted about 15 extended abstracts to be presented at the conference in the program development stream. (shrink)

In language evolution research, the use of computational and experimental methods to investigate the emergence of structure in language is exploding. In this review, we look exclusively at work exploring the emergence of structure in speech, on both a categorical level, and a combinatorial level. We show that computational and experimental methods for investigating population-level processes can be effectively used to explore and measure the effects of learning, communication and transmission on the emergence of structure in speech. We also look (...) at work on child language acquisition as a tool for generating and validating hypotheses for the emergence of speech categories. In poem 40, through a series of rhetorical questions, Catullus confronts Ravidus about what made him commit such a foolish action as to fall in love with Catullus’ own lover. The poem ends with the lines: eris, quandoquidem meos amores | cum longa uoluisti amare poena, ‘You will be, since you have chosen to love my lover at the risk of receiving a long punishment’. There is a long-standing tradition of scholarship which testifies to the frequency with which Catullus incorporates (...) wordplay in his poems, including bilingual puns. This essay proposes another such pun by arguing that Catullus is making a play on words through the homophony of the Latin verb eris and the Greek noun ἔρις. (shrink)

The issue “Human being in the digital era” is not superfluous. Every technology, i.e. literacy, print etc., gives tools, but at the same time impacts deeply human being. The article attempts to answer the following questions: what kind of change is taking place nowadays? what are the associated challenges? Is it true what Einstein once said: “The problems that exist in the world today cannot be solved by the level of thinking that created them”?

Our present knowledge in the field of dynamical systems, information theory, probability theory and other similar domains indicates that the human brain is a complex dynamical system working in a strong chaotic regime in which random processes play important roles. In this environment our mental life develops. To choose a logically ordered sequence from a random or almost random stream of thoughts is a difficult and energy consuming task. The only domain in which we are able to do this with (...) a full success is mathematics. Leibniz’s life ambition was to extend this success, with the help of what he called _characteristica universalis_, to other areas of human activity. The belief that this is possible lies at the basis of Leibniz’s rationalist system. Reasoning within his system, Leibniz claimed that also fundamental laws of physics can be deduced from the “first principles”. Just as linguistic or conceptual units are at the basis of the _charactersistica universalis_, his monads are responsible for physical activity of material bodies. When this rationalistic strategy is applied to the philosophy of space and time, it leads to their radically relational conception. Leibniz’s rationalistic approach to philosophy and science arouses out sympathy but it was Newton’s mathematical-empirical method that turned out to be effective in human endeavour to understand the functioning of the physical world. Successes of the Newtonian method compel us to revise our concept of rationality. (shrink)

Competition is the most basic force traditionally regarded by Western economists as governing both society's resources allocation and income distribution. No wonder, then, that many legal systems have been concerned with various aspects of competitive activity, and formulated laws and rulings to keep market behavior within limits of ethical conduct. Jewish law has not been an exception. The focus of this paper is on competition in consumption. Its underlying assumption is that lawmakers' decisions approximate optimality in resource allocation.
